The city council, commission, or like legislative body of each city to which this subpart applies shall appoint a city planning commission consisting of seven regular members and seven alternate members, all of whom shall be qualified electors of the city. An alternate member shall serve at any meeting of the planning commission only in the absence of a regular member, and when so serving, the alternate member shall have the same duties, rights, and responsibilities as the regular member in whose place he or she is serving. The commission herein provided for shall be in lieu of the city planning commission contemplated in Article 3 of Chapter 16, Title 37, Code of Alabama 1940, as amended.
