(a)The establishment of a business district within Montgomery County to develop and promote for the public good and general welfare trade, commerce, industry, and employment opportunities and promote the general welfare of the city, county, and state by creating a climate favorable to the location of new industry, trade, and commerce. Specifically, the lack of development and determination of west Montgomery along and around the I-65 corridor area needs to be addressed and specific goals and policies need to be developed on a joint effort between the county and the city to promote and develop the area for the public good and general welfare of the city, county, and state.
