The Mobile County Commission may appropriate funds from the county general fund in the annual budget of the judge of probate for expenditures by the judge of probate for reasonable and necessary miscellaneous expenses incurred in the discharge of the duties of the office of the judge of probate including, but not limited to, all of the following:

(a)Training and educational expenses for the judge of probate and employees in the office of the judge of probate.
(b)Membership in professional legal associations and attendance and participation at meetings and other events sponsored by professional legal associations, including lodging, travel, and meal expenses, as determined appropriate and reasonable by the judge of probate, in his or her sole discretion.
