(a)Members of the commission shall be elected at the general election to be held in November 1960, and every four years thereafter, by the qualified electors of the entire district which they are seeking. In all primary and general elections held to choose members of the commission, the ballots shall separately designate and specify the places on such commission by number, and each candidate shall designate in the announcement of his or her candidacy the number of the place for which he or she is a candidate and such candidate shall have resided within and be registered to vote in that district at least 90 days prior to qualifying. Any commissioner who resides outside of the district to which he or she was elected shall automatically forfeit office upon changing such residences and shall relinquish office and all entitlements thereto immediately; the district place shall be vacant immediately.
(b) Every four years, the members of the commission shall elect one of their number as president of the commission at the first regular meeting held after their taking office. The person elected shall serve as president during his or her term as a member of the commission, and until his or her successor is elected and qualified. Vacancies on the commission shall be filled by appointment by the Governor, but the office of president of the commission shall be filled by the members thereof. Any successor in office shall comply with subsection (a). Any person appointed to fill a vacancy shall serve the unexpired term, and until his or her successor is elected and qualified.
