Each licensee under this part purchasing gold or silver in any form set out in Section 45-49-43 shall attach to or place on each such article purchased a tag or other identifying mark or label numbered to correspond with the serial number of the book required by Section 45-49-43.07; except, where small articles are bought in bulk and are too numerous to conveniently tag or mark, an identifying number shall be placed on the container or wrapper in which the articles are kept or placed.
