Pursuant to the authority of Section 11-3-1.1, the Marshall County Commission shall adopt a plan of four single member districts for the election of the county commission and shall submit the plan to the United States Justice Department by July 1, 1993, for preclearance. The initial terms shall be staggered as follows: One commissioner from District 1 or District 2 shall be elected for a six year term of office in 1994 and one commissioner from District 3 or District 4 shall be elected for a six year term of office. The remaining commission members shall be elected for terms of office of four years each. The county commission shall draw lots to determine the two districts with initial terms of office of four years, and the two districts with initial terms of office of six years. Thereafter
