The county engineer is hereby designated as the person authorized to make written specifications for an inspection of all materials, machinery, equipment, and supplies purchased by Marshall County for use on public roads, bridges, parks, and other public properties, when the same is delivered, and the same shall not be accepted and paid for without first having been approved by the county engineer.
