The county governing body shall provide voting machines for all elections, and shall determine the number of voting machines deemed necessary to serve adequately the voters at an election, taking into consideration the nature or character of the election; provided, however, that at each election there shall be maintained at each voting place at least one voting machine for each six hundred registered electors, or fraction thereof, residing in the territory served by the voting place designated for the voting place. Except as otherwise provided, in Section 110, Title 17, Code of Alabama 1940, as amended, paper ballots shall not be used in elections at any voting place.
