In addition to all other costs and charges in circuit, district, and municipal court cases in Marion County, there shall be levied and assessed a court cost of twenty-five dollars ($25) in all cases which are determined by the judge to be domestic violence cases. The clerk of each court shall collect the court costs and shall remit the proceeds monthly to the Alabama Coalition Against Domestic Violence after the deduction of one dollar ($1) of the twenty-five dollar ($25) fee in each case. The Alabama Coalition Against Domestic Violence shall distribute the proceeds to domestic violence programs operating in Marion County that are in compliance with the standards for operation of the Alabama Coalition Against Domestic Violence.
