Each of the court reporters of the Twenty-third Judicial Circuit in Madison County, Alabama, is hereby entitled to receive a county supplement in an amount equal to 42 percent of his or her annual salary as paid by the state effective October 15, 1991. When applicable, the supplement shall be adjusted on October 15 of each year thereafter to reflect 42 percent of the salary as paid by the state at that time. Such county supplement shall be the total amount paid to court reporters by the county. Such supplement shall be paid in equal biweekly installments from the county treasury, and shall be in addition to any and all other compensation provided by law.
