Bonds may be issued by the city or the business owners’ association to pay for improvements in the tourism improvement district, provided that any bond issue is not included in the city’s indebtedness for the purpose of Section 225 of the Constitution of Alabama of 2022, and otherwise complies with any applicable provision imposed by law. Benefit assessments levied in two or more tourism improvement districts may be pledged to secure a single bond issue to finance tourism improvement district improvements.
