If an applicant for examination to practice barbering passes the examination to the satisfaction of the board and has paid the required fee as provided in Section 45-39-40.12 and otherwise complies with the requirements provided in this article, or any applicant who otherwise qualified for registration, and has paid the required fee and complies with the requirements for registration as provided in this article, the board shall issue a certificate or license, as the case may be, to that effect, signed by the secretary and/or members of the board and attested by its seal.
