No school of barbering shall be granted a certificate of registration unless it shall employ and maintain a sufficient number of competent instructors, at least one for every 20 students in attendance at any one time; shall possess apparatus and equipment sufficient for the proper and full teaching of all subjects of its curriculum; shall keep a daily record of the attendance of each student; maintain regular class and instruction hours, establish grades, and hold examinations before issuance of diplomas; and shall require a school term of training for a complete course in the practice of barbering as provided in subdivision (1) of subsection (a) of Section 45-39-40.05, together with the minimum number of hours therein prescribed; and shall include practical demonstrations and theoretical
