After May 17, 1979, any and all duties now or which may hereafter be required by law for judges of probate with reference to the registration, sale, and distribution of tags for motor vehicles, the issuance of motor vehicle driver’s licenses, and temporary instruction permits and the transfer of ownership of motor vehicles, shall be performed by the county license commissioner and the commissioner shall be entitled to collect all fees, commissions, charges, penalties, and allowances heretofore provided by law for such judges to collect for performing such duties. All fees, commissions, charges, penalties, and allowances collected by the commissioner in connection with the performance of such duties shall be distributed as provided by law.
