In Lauderdale County, notwithstanding all laws, rules, and regulations to the contrary, upon request by a property owner, the county health department or its duly appointed agent shall perform a site evaluation test for a fee of not more than two hundred fifty dollars ($250) when the test is required for the repair of an existing conventional septic tank effluent disposal field.
