(a)The Judge of Probate of Lamar County may set and collect a mail fee from any person renewing a motor vehicle registration, business license, boat license, or any other license deliverable by mail or over the Internet to offset the costs of the renewal, including the costs of the mailing of the motor vehicle license decals or license plates, the renewed business license, the renewed boat license, or any other license delivered by mail to the person renewing the registration or license. The judge of probate may set the mail fee on each transaction not to exceed five dollars ($5). All fees authorized under this section shall be collected and deposited in a special fund in the county treasury and used at the discretion of the judge of probate for the operation of the office of the judge of
