Provision is hereby made for the incorporation of an authority in any city of the State of Alabama, having a population of 300,000 or more according to the last or any subsequent federal census, which authority shall have the power to lease, or own, or otherwise acquire and provide, control and operate fairgrounds, parks, exhibits, exhibitions, and other installations, facilities, and places for the amusement, entertainment, recreation, and cultural development of the citizens of such city. Whenever six qualified electors of the state, who shall be residents of the county in which such city is located, shall file an application in writing for a permit to apply for the incorporation of the authority in the manner hereinafter provided with the governing body of such city, if the governing bo
