The council shall receive such salary which shall be effective on such date as the council may by resolution or ordinance prescribe; provided, however, no council member other than the president of the council, shall receive a salary in excess of fifteen thousand dollars ($15,000) per annum. The council may provide by ordinance or resolution for the office of the president of the council compensation in addition to the compensation such president shall be entitled to receive as a council member, which additional compensation shall to receive as a council member, which additional compensation shall not exceed the additional amount of twenty-four hundred dollars ($2,400) per annum, making the total maximum compensation which a member of the council may receive while serving as president ther
