Upon the adoption of a resolution by the Jefferson County Board of Health initially establishing or subsequently increasing any fees for any services, a certified copy of such resolution shall be promptly forwarded to the Jefferson County Commission. The Jefferson County Commission shall have 30 calendar days after the receipt thereof during which it may adopt a resolution disapproving the establishment or increase of such fees, and any fee or increase thereof so disapproved shall not take effect. If the Jefferson County Commission takes no action with respect to the establishment or increase of any fee within 30 days following receipt of the certified copy of the resolution of the Jefferson County Board of Health establishing or increasing such fee, then such fee or increase thereof shall
