There shall be a director of personnel for each county affected by this part. The board shall appoint the director who shall hold office at the will of the board. The director shall be a bona fide resident of such county and a voter thereof and his or her salary shall be an amount as fixed by the personnel board from time to time which shall not be greater than fifty-four hundred dollars ($5,400) per annum. The director of personnel shall act as secretary at board meetings, and shall be the board’s executive officer, but shall not have a vote in determining the board’s policy. He or she shall perform such duties as are assigned to him or her by the board. The director shall appoint one employee of the department to be his or her deputy.
