There is established a state commission to be known as the Alabama State Council on the Arts to honor the arts by providing grants, programs, and services that enhance the quality of life and economic vitality for all Alabamians by providing support for the state’s diverse and rich artistic resources. The council shall consist of 15 members, broadly representative of all fields of the performing and fine arts, to be appointed by the Governor from among residents of Alabama who are widely known for their competence and experience in connection with the performing and fine arts. When appointing members to the council, the Governor shall ensure that membership is reflective of the gender, race, and geographical makeup of the state.
