REPEALED BY ACT 2023-546, EFFECTIVE DECEMBER 1, 2028 UNLESS EXTENDED BY AN ACT OF THE LEGISLATURE. Selection of zones and the general guidelines for implementation of the provisions of this article shall be as follows:

(1)The Alabama Department of Economic and Community Affairs shall see that all applications are processed as follows: a. The state or any governmental entity in the proposed area may submit an application for zone designation. b. Each application should provide a statement of incentives being offered by the governmental entities, such as: 1. Regulatory relief or waiver; 2. Services provided; 3. Tax incentives; 4. Other nontax incentives. c. It is contemplated that state, county, and/or municipal governments may devise an innovative package of local incentives in their respe
