On Remand from the Supreme Court
The Alabama Supreme Court has reversed this court’s judgment of May 12, 2000, and has remanded the case. See Ex parte Trussville City Council, 795 So.2d [729]*729725 (AIa.2001). The judgment of the trial court is affirmed.
AFFIRMED.
