Appeal as to interest granted. Trial court judgment as to applicable interest is affirmed. Rick v. State, DOTD, La., 630 So.2d 1271 (1994); Hung Chi “Tim” Ly, et al. v. State of Louisiana, La., 633 So.2d 1223 (1994). Case is transferred back to the court of appeal for consideration of all other issues.
