— Appeals from three judgments of the Supreme Court, Westchester County (one in each action and in the proceeding), all dated February 21, 1979, which, inter alia, declared No. 11 (Intro. 11-1978) of the Local Laws of 1978 of the County of Westchester to be invalid and granted the petition in the CPLR article 78 proceeding. Judgments affirmed, without costs or disbursements, on the opinion of Mr. Justice Beisheim at Special Term. Mollen, P. J., Hopkins and Mangano, JJ., concur.
