In a per curiam opinion plaintiff’s petition for writ of certiorari was granted by the Supreme Court on October 14, 1957, and the judgment of the United States Court of Claims vacated. The case was remanded to that court for consideration in the light of Service v. Dulles, 354 U. S. 363.
