For the reasons stated in the Findings, Conclusions, and Recommendation of the United States Magistrate Judge, the Petition for Federal Writ of Habeas Corpus 28 U.S.C. §§ 2241(a) & 2241(C)(3), received on May 24, 2022 (docket entry 1), is CONSTRUED as a successive petition for a writ of habeas corpus under 28 U.S.C. § 2254 and will be TRANSFERRED to the United States Court of Appeals for the Fifth Circuit pursuant to Henderson v.
