J., Sneed and MacCrate, JJ., concur; Adel and Wenzel, JJ., dissent and vote to reverse the order, insofar as appealed from, being of the opinion that the proposed law is in the nature of a regulation of an administrative function which can only be exercised by those to whom such powers are delegated.
