You have asked for our opinion as to whether an individual who received a clemency discharge pursuant to President Gerald R. Ford’s Clemency Discharge Program has received an “honorable discharge” for purposes of section 7101 [538]*538of the Military Code of August 1, 1975, P.L. 233, 51 Pa.C.S.A. §7101, and is, therefore, entitled to those veterans’ benefits and preferences extended by the various provisions of chapter 71 of the Military Code, 51 Pa.C.S.A. §7101 et seq. It is our opinion, and you are hereby advised, that a discharge received pursuant to President Ford’s Clemency Discharge Program
