Opinion

PER CURIAM.

The petition for certiorari reflected probable jurisdiction in this court so we issued the writ. However, after hearing argument and considering further the briefs and record in this cause we have determined that the writ was improvidently issued. The writ of certiorari heretofore issued is discharged and the petition for writ of certiorari is dismissed.

It is so ordered.
