We are reviewing herein the decision of Judge Keefe (Jovita Perez v. United States, Reap. Dec. 6402), wherein the court [293] found a statutory cost of production, section 402 (f) of the Tariff Act of 1930 (19 U. S. C. § 1402 (f)). Said statute and the findings of the lower court are as follows:
