GENTLEMEN of the Grand Jury: When I had Occasion last to speak from this Place to the Grand Jury, I made fome general [242]*242Reflections upon the Nature and End of Civil Government. I then remarked, that it was essential to a Free People, that they should be governed by known and certain Laws.
