In re: Herman Smith, Jr. applying for Writs of Habeas Corpus, Certiorari, Prohibition, Mandamus and, other Remedial Writs.

Writ granted in part and an evidentiary hearing is ordered as to allegation that relator was mentally incompetent at time of guilty plea, because of medication. In all other respects, the writ is denied. These matters have been heard in U. S. District Court.
