DENNIS, Justice,

concurring.

I respectfully concur. I agree with the opinion of the majority, 465 So.2d 674, insofar as it holds that the amended version of R.S. 18:1299 is applicable to this elefction, and that the amended version limits the applicability of 18:1299 to those propositions authorized by “the state constitution, by a statute of this state, or by a home rule charter.”
