Plaintiff having moved the court to discontinue consideration of its case because it had been decided not to prosecute the action in the court, the court, on January 26,1962, issued an order advising Congress of such motion and that the court was therefore unable to conclude whether or not the plaintiff had a legal or equitable claim against the United States.
