Governing Admission to the Bar of Texas. See TEX. R. GOVERNING BAR ADMISSION XIX(a),(c);

see also TEX. GOV’T CODE ANN. § 82.0361(b) (West 2013) (requiring payment of non-resident

attorney fee).
