PER CURIAM.

The order granting appellee relief by mandamus is affirmed. Dugger v. Grant, 587 So.2d 608 (Fla. 1st DCA 1991), review granted, Fla. Supreme Court case number 78,844. See also Hubbard v. Dugger, 590 So.2d 1031 (Fla. 1st DCA 1991); Schmidt v. State, 602 So.2d 684 (Fla. 1st DCA 1992). We certify the same questions previously certified in these three cases.
