The Retirement Commission’s order is supported by substantial competent evidence. Fla.Admin.Code Rule 22B-1.05 is valid. Dep’t of Admin, v. Brown, 334 So.2d 355 (Fla. 1st DCA 1976), cert. den., 344 [1240]*1240So.2d 323 (Fla.1977). The petition for review is DENIED.
