Opinion

PER CURIAM.

We affirm the denial of the application of Santa Fe Healthcare Systems, Inc. for a certificate of need for a Medicare-certified home health agency. In affirming we do not expressly approve all evidentiary rulings and legal conclusions of the hearing officer and the agency.
