For the reasons discussed in the consolidated case of Sabine Parish Police Jury v. Commissioner of Alcohol & Tobacco Control, 04-78 (La.App. 3 Cir. 6/23/04), 879 So.2d 349, the judgment of the trial court is affirmed. Costs of this appeal, in the amount of $1,394.28, are assessed equally to appellants, Sabine Parish Police Jury and Sheriff Guffey Pattison.

AFFIRMED.
