On appeal this case was consolidated with case No. 2679, Dufau v. Parish of Jefferson, La.App., 200 So2d 335, decided this day; involving the identical issues raised in this case.

Therefore, for the reasons assigned in case No. 2679, the judgment of the District Court is affirmed.

Judgment affirmed.
