Per Curiam.

"We discover no fatal error in this report. The view appears [506]*506to have been made with sufficient accuracy and certainty ; In re Road in East Donegal Township, 90 Penna. 190. Something is always due to the presumption of regularity. "When the proceedings appear to be substantially correct, they are a sufficient compliance with the law.

Judgment affirmed.
