Clinton Delano RENFROW, Jr., Plaintiff Appellant,
v.
J.L. BELCHER, Magistrate, City of Franklin, Virginia; W.P.
Joyner, Police Officer, City of Franklin,
Virginia; City of Franklin, Virginia,
Defendants Appellees.
No. 94-6018.
United States Court of Appeals, Fourth Circuit.
Submitted March 17, 1994.
Decided April 4, 1994.
Appeal from the United States District Court for the Eastern District of Virginia, at Richmond. Robert R. Merhige, Jr., Senior District Judge. (CA-92-747-R)
Clinton Delano Renfrow, Jr., appellant pro se.
Linwood Theodore Wells, Jr., Asst. Atty. Gen., Richmond, VA; James Walter Hopper, Richmond, VA, for appellees.
E.D.Va.
AFFIRMED.
Before PHILLIPS and LUTTIG, Circuit Judges, and BUTZNER, Senior Circuit Judge.
PER CURIAM:
Appellant appeals from the district court's order denying relief on his 42 U.S.C. Sec. 1983 (1988) complaint. Our review of the record and the district court's opinion discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court. Renfrow v. Belcher, No. CA-92-747-R (E.D. Va. June 11, 1993 & Nov. 23, 1993). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.
