Certiorari granted, and the judgment of the court below, in so far as it determined that the plaintiff was not entitled to recover, was affirmed by the Supreme Court February 28, 1927, and the judgment in favor of the United States upon its counterclaim modified, per stipulation of counsel, and the cause remanded.
