C. A. 6th Cir. Certiorari granted limited to the following question: “Whether §27A(b) of the Securities Exchange Act of 1934, 15 U. S. C. § 78aa-l, to the extent that it purports to require reinstatement of § 10(b) actions dismissed with prejudice pursuant to judgments that became final prior to the enactment of §27A(b), contravenes the separation-of-powers doctrine or the Fifth Amendment Due Process Clause of the United States Constitution.”
