The writ of certiorari was improperly directed. Instead of the seven gentlemen being designated as “ Police Commissioners,” they should have been called “ Board of Police.” The writ must be so amended. The return to the writ is defective, as not being made by a majority of the hoard. Let a new return be filed to the amended writ before Hovemher 1.
