The Commonwealth of Pennsylvania, Department of Transportation, has appealed to the Commonwealth Court from our order dated March 22, 1990, in which we reversed the order of the Secretary of Transportation which suspended the operating privilege of [654]*654Mark E. Sullivan, and we vacated the suspension.
