(ECF No. 1) 16 17 18 Presently before the Court is Pawan Kumar Singh’s Petition for Writ of Habeas 19 Corpus pursuant to 28 U.S.C. § 2241 (“Pet.,” ECF No. 1). Petitioner alleges that an 20 immigration judge denied him bond in violation of this Court’s previous Order requiring 21 that Respondents provide Petitioner with an individualized bond hearing. Pet. at 2; see 22 Singh v. Archambeault et al., 25-CV-3720 JLS (DDL), ECF No. 8 (S.D. Cal. Jan. 26, 23 2026). 24 Having reviewed the Petition, the Court finds that summary dismissal of the Petition 25 is unwarranted at this time. See Kourteva v. INS, 151 F. Supp. 2d 1126, 1128 (N.D. Cal. 26 2001) (“Summary dismissal is appropriate only where the allegations in the petition are 27 vague or conclusory, palpably incredible, or patently frivolous or false.”) (citing Hendricks 28 v. Vasquez, 908 F.2d 490, 491 (9th Cir. 1990)). However, the Court finds that the Petition 1 |}lacks sufficient detail for the Court to meaningfully consider the requested relief. 2 || Accordingly, the Court REFERS this Petition to Federal Defenders for an evaluation of 3 || whether appointment of counsel would be beneficial to Petitioner. The Court requests that 4 ||Federal Defenders make its evaluation and file a status report or appropriate motion by 5 March 31, 2026.
