OPINION — AG — IT IS THE OPINION OF THE ATTORNEY GENERAL THAT HE GRAND RIVER DAM AUTHORITY IS A CONSERVATION DISTRICT, AND, THEREFORE, WITHIN THE EXCEPTION OF SECTION 2(7) OF SENATE BILL NO. 132, SENATE BILL NO. 132, THEREFORE, DOES NOT APPLY TO CONSTRUCTION CONTRACTS ENTERED INTO BY THE GRAND RIVER DAM AUTHORITY.
