OPINION — AG — A BOARD OF COUNTY COMMISSIONERS HAS THE MANDATORY DUTY TO CONSTRUCT AND MAINTAIN ROADS DESIGNATED AS PRIMARY COUNTY HIGHWAYS, AND A DISCRETIONARY DUTY TO MAINTAIN ALL OTHER ROADS WHICH BEST SERVE THE MOST OF THE PEOPLE OF THE COUNTY.
